We consider a singular Liouville Equation on a compact surface motiveted by the study of self-dual Chern-Simons equations in an abelian regime and by the gaussian curvature prescription for surfaces with conical singularities. Using a new, scaling invariant, improved Moser-Trudinger inequality we prove existence of solutions using variational techniques.
